I forget Maxima,(She was a wonderfull character) but i believe she's dead in the Worlds at war plotline.
Zatanna, Hawkwoman.
Power Girl need to stay in JSA, because she's the powerhouse and the pretty one.
The forgotten girls like:
Looker (A sexy vampyre in The Outsiders)
Halo
Maya
Civet
Lady Quark (maybe she's not dead)
And I insist...I want a new, powerful and feral Crimson Fox.

Dr. Light II would be a great addition, but with a new name considering the current taint on the name due to I.D. Crisis.

IMO, Firehawk would fit in nicely. For an extremely bizarre choice, how about the version of Comet who turned up in Supergirl a few years ago?

Dr. Light II could be (add or retract a Dr. at anytime, it's her option as a doctor): Sunburst (the in-continuity countryman who inspired her to heroism with his death), Dr. Photon, Dr. Plasma, Doc Nova, Dr. Prism, Light Lass (ahhh, the roots of that heroic legacy?), Lady Lumen (alluding to her original arrogance), Sol, Doc Corona...
Yellow Woman would just be tacky. Other Asian comic names - Yellow Peril, Yellow Claw, (any color) Lotus, (any color) Dragon, (any color) Samurai, (any color) Tiger, (any color) Ninja, (any color) Shadow, Shado, Kuroko, Karate Kid, Sunfire, Sunpyre, Goraiko, Lemon Yellow, Go-Go, Princess, Judo Master, Dr. Moon, Karma, Mantis, Grace, Silver, Gold, Egg-Fu, Hong Kong Fooey, Ming the Merciless, Chang the Conqueror, Mai the Psychic Girl, Godzilla, Fu Manchu, Kung the Assassin, Kato, Chop-Chop, Stuff the Chinatown Kid, Bushido, Sumo, Kabuki, Golden Girl, Wing, Shogun Warriors, Tsunami, Pacific Overlord, Rising Sun, Komodo, Katana, Shiva, China, and China Doll - are all being used elsewhere or not a good fit.
No, I didn't make up any of those names except Yellow Woman (and even then...).

Sunburst or just plain Photon would be great for the good Doctor. And she's the best of the best: recognized as one of the DCU's most powerful heroes and also a leading researcher in the field of astronomy. They could make great use of her in all the League's space adventures.
Zatanna and Black Orchid are great suggestions too, and Fire and Black Canary, even though these last two aren't extremely powerful.

Any female hero would have a hard time standing next to the Big7 lineup, partly bacause of the whole "iconic" arguement - very few female characters have the history. Women have had a better time of it in League lineups that weren't Big7 centric.
Of the women that I think look like they "fit" into a Big7 lineup would be Black Canary and Zatanna.
I think Dr. Light and Zatanna would be great fits in terms of power level. Starfire too (she did great in "Cosmic Odyssey"), but she'll always be a Titan.

The time with Fire, Ice and Maxima are very great.
And in the Justice League Europe, Power Girl, Dr Light and Crimson Fox, too.
I'm very bored of the icons characters, for this never like me Thunder, XS in The Legion.
And Jesse Quick in Titans.
More diversity is nice.
More strong females characters like Vixen, Gypsy,
Zatanna, Black Canary, Huntress, maybe Big Barda but with another costume.
