They're showing for me.
For design and sheer power, I voted for Perez. Sentimental favorites would be Adams and Giffen.
You did not include Dave Cockrum's group shot from SUPERBOY # 197, which, IIRC, is the first Legion group shot ever. (Previous "group shots" consisted of individual pictures, a la the Mission Monitor Board.) It's probably just as well, as Cockrum omitted some Legionnaires, and at least one is hard to identify. But that shot, too, is a sentimental favorite which shows the camaradie of the team, as opposed to getting ready for battle or flying off on a mission.

so I pick George Perez's easily because looking at the group really makes you feel that they are the most powerful team ever - seriously.

I voted for Frank's because I liked the fun look and composition.
Coipel MUST have done a better image than that one! That's my favorite Legion, as ya'll know, and I loved Coipel, but that picture is more about the moon, really.
Manapul's is dynamic but I disliked 3boot too much to vote for it. sorry
They're all fun but I like them a little less 'everybody' and 'fly by' so that I can actually see the Legionnaires and maybe some of their personalities.

I couldn't pick just one!
I finally clicked on Perez, over Giffen, for the more dynamic poses (although Giffen had the subs and Dr. Gym'll in there! Argh!).
My third choice would have been Francis Manapul's picture, because it was nice.
I liked Copiel's artwork, but that's not 'my Legion,' so it left me a bit cold.
On the other hand, the Toons get by fourth place vote, because I loved the cartoon!

I went with Perex because I think its all around the best image, combining a dynamic set-up with a great sense of nostalgia.
But I did consider the Copiel one, which contains excitement just ripping off the page.
