Sounds like it could have been Ultraboy & Phantom Girl during the Legion's own "Survivor" contest during the Adventure era (maybe #378?) when they turned chasing down the "Wanderers turned evil" into a competition of the "Mightiest Legionnaire"

I think speaker 1 was Chameleon Chief. I am sure this is from the round-up of the Super-villains.
I think speaker 2 is Mon-El, but am not sure.

That's close enough, lancesrealm.
Speaker #1 is indeed Chameleon Chief, right after he was captured by Mon-El.
Speaker #2 is Lightning Lass, however, right before she captures the final LSVer, Micro Lad.
This was in v3. #8, by the way.
