Normally, of course, the Legion has been shown to be based on earth. However, in one pre-Adventures-era story, they were apparently headquartered on another familiar Legion world. What world was this?

Xanthu is the correct answer, from the story where the evil duplicate of Sun Boy shows up asking Superboy to rebuild the giant robot the Legion hid in the past. At the end, the brief scene in the 30th century is stated to be on Xanthu. To be fair, though the Legion is still sitting around with namecards in front of them, it looks quite different than their HQ normally does, so maybe for some reason they were just hanging out on Xanthu that day for some reason.

Did this story feature the Adult Legion? If it's the one where some of the Legionnaires were married to other Legionnaires, I'll guess that Imra was not married to Garth.

right on the first one. The story, published with a June 1962 cover date, even predates Jo's first appearance (the following month), let alone them being a couple. Later reprints of the story would reference Tinya being married to Jo (within standard Silver Age Adult Legion lore).

Ha! I just looked up two reprints of the story and found the same thing, although the change strikes me as totally unnecessary. Kara's line--"After all, she's probably still single"--reflects only her limited knowledge at the time, not whether Phantom Woman was actually married.

Actually, I found some scans of the story in Action #289 and Adventure #390 (the latter as "When Supergirl Played Cupid"), and even at a casual glance there's more changes in the Adult Legion section there than just a footnote. (Also note "Phantom Woman" loses the blue/white "phantom" effect. It's more obvious in other panels, but I was going quite far enough already!) And that footnote...

Some of the changes are understandable--explaining that the clubhouse is a replica of the original for example--but at least one strikes me as odd: Cosmic Man has been replaced by Brainiac 5 in the "make new flight rings panel"!
