Ultra Boy was my first guess too, as making a diamond sounds like a Superboy trick and Ultra Boy's powers were individually stronger than Superboy's, as long as he was using only on power.
Then I remembered Star Boy also was a mega-powerhouse for a short while.
And then: "Oh yeah, electrical vision!" Don't remember how that made a super jewel though.
One of many powers that didn't last.
