All good guesses, but none are correct. I'll provide another clue, which hints both toward the story as well as eliminates another potential Legionnaire.
Hint #2: After Cham was felled by Colossal Boy's fist, the quoted Legionnaire was then knocked out by Lightning Lad's lightning.

It's also not Dawnstar! Two new hints:
Hint #4: Of the 8 Legionnaires guessed, only 3 were even in the story - Saturn Girl, Shrinking Violet, and Superboy.
Hint #5: It's not unbelievable that this Legionnaire would have been hanging out with Chameleon Boy when they were attacked. They've worked together on several occasions and would continue to do so.

EDE has it. Phantom Girl was the utterer of "Icons of Traynok!" in S&LSH #234. To my knowledge it's the only time the phrase was ever used. Was it a shout-out to possible Bgztl culture? She had talked about Bgztlian politics fascinatingly enough earlier in the issue. Perhaps we'll never know...
