Nope.
So this person sees Lightning Lad blast something with the number "247" written on it, is inspired to tryout for the Legion, but is rejected.

Not Brek. And yes, the character does become a Legionnaire after the initial rejection.

Okay, bear with me.
Name every instance when a Legionnaire was believed to be actually, definitively dead (not simply missing) by most of his/her fellow legionnaires for at least three issues in a row or longer?
All six parts of "End of an Era" are exempt here; as everyone faded to oblivion by the end.

I'll give it a shot: Ultra Boy - believed to be dead, but really had amnesia and was playing pirate. Believed dead again by Saturn Girl right after that. Timber Wolf - I don't remember much about the circumstances (during silver age), but I think this is right. Duo Damsel's second body - turned out she had been Glorith's puppet. Phantom Girl - believed killed in an accident during 5YG, but was really sent back in time with amnesia. Wildfire - believed dead after his try-out and again during Black Dawn during the 5 Year Gap. Mon-el - died from injuries suffered in battle with Time Trapper, came back during TMK. Apparition - charred body? Still not dead. Her spirit floated around only to be brought back with the old "secretly a half-Carggite" trick. The Entire "Legion Lost" crew Live Wire - thought dead after Legion Lost, but came back as "Jarth"
I don't think Rond was ever a Legionnaire so I won't count him.

T-Wolf, as far as I know, was a one-issue jobber circa Superboy 197, and I'm not counting it.
I count 17 instances still remaining [in case I wasn't clear: permanent deaths (other than END/ERA) are fair game].
Drake leads the pack with 9 correct, Ded follows with 4, EDE and Reboot with one each... it's still a wide open field!

Perm deaths then:
KQ1 (reboot) Ferro Lad (preboot, unless you count SW6 as a resurrection) Invisible Kid I (ditto) Element Lad/Proginator (postboot) Monstress (postboot) Sunboy (preboot) Karate Kid I (preboot) Laurel Gand (preboot) Supergirl (preboot) SW6 Chameleon (preboot) SW6 Projectra (preboot) SW6 Karate Kid (preboot)
And another non-permanent one:
Wildfire (postboot) - believed dead & gone between LSH #125 and Lost #3 (this may be disqualified by the overlap with him being believed dead by everyone left behind, that said)

My initial thought was that Drake did overlap with the entire Lost situation, but thinking more, the Lost themselves knew they weren't dead, but still believed Drake to likely be dead in LSH 125, LL1, 2, and part of 3, so I'll give Reboot credit for that one I hadn't considered.
Subtracting preboot Val, Lyle and Andrew, who Ded named first, that adds 8 to Reboot's count, now tied with Drake at 9 each.
But with 7 more on my list, Ded's still in the running.

Reboot already got Montress.
Wouldja believe I forgot Blok from my list? good catch. Garth WAS on my list, but I forgot to count him as part of the seven left (so there were actually 8).
The two Khunds I really don't consider 'real' Legionaires, but I'll PM three fair-minded people -say, Scott, Quislet and Chaim, and if so advise, I'll weigh them in.
With Garth, Blok, Lu and Pol, Ded's up to 8 (possibly 10), keeping this a three-way race: 9,9 and 8.
I have five instances left on my list, meaning unless I've forgotten plenty, EDE and everyone else are too far behind to win this one.

Okay. heard back from 2/3.
Quis said he wasn't familiar with those issues, but laid down a foundation that leads me to conclude they do count.
Independently of this, Scott also found that the Khunds count as Legionnaires.
Based on these, I will count the Khunds, and Ded leads the pack, 10-9-9!
But with at least 5 remaining, the race is still on.

Gates (believed dead by most Legionnaires from LSH125-Lost12, and by ALL of them from LW1-Legion3) Reflecto (okay, he joined & died in the 5YG, but that still leaves the entire v4 series ) Nightwind (ditto)
