Universo prohibited them from using their powers or doing anything super-heroic, but the Legion wasn't told specifically to "leave Earth", as in the story I'm thinking of.

Are you referring to when the Time Trapper, disguised as Chief Wilson, had the whole Legion go to another planet for "psychological testing" lest they divulge the secret of the Concentrator?

That's not the story I'm thinking about, though it *was* the Science Police who ordered them off-planet (though I don't believe they were referred to as "Science Police" in the story).
Hint: The Legion was ordered off-planet if they couldn't fix a certain problem in a certain amount of time. Fortunately, they succeeded.

Actually, since the question simply asked why they were asked to leave Earth, I'll go ahead and count that answer, lancesrealm.
Urthlo was responsible for them losing control of their powers.
