And if I recall correctly, there was a member of the El family in the Phantom Zone so technically both Superboy & Supergirl had a criminal relative as well.

I'd thought about Douglas Nolan, but he was under the hypnotic influence of the LSV at the time he attacked, so he wasn't really a criminal.

Actually Rond was an honorary Legionnaire for quite a while. As stated in the thread Nightcrawler made: ROND VIDAR of Earth The Legion first met Rond at a Student Science Fair, when he entered his “Time Cube" invention (Adventure 349). He later improved on it and also helped the Legion defeat his father, Universo. He has his father's immunity to hypnotism. No, I think Storm Boy became a government meteorologist and tipped off the Legion that weather control was being used for nefarious purposes by EarthGov.
I think you're right that Jungle King would have been the first. Can't think of anyone earlier.

in the special anniversary issue, Shadow Lass wore white make-up when she was vacationing on the Science Asteroid with Mon-El; she briefly considered changing her name to Shadow Woman on this adventure and nearly died saving the day
in the death of Chemical King, Shadow Lass wore white make-up as a disguise to find out information about Deregon
when battling Mordru, Shadow Lass wore white make-up to hide in 20th century Smallville

As I recall, he planned to explode the Fusion Sphere. Chemical King slowed the reaction down long enough for Tinya to get inside and turn the Sphere off until it could be repaired. In the meantime, the other Legionnaires figured out where he was hiding...in a tunnel underneath Legion HQ and Jo collared him.

Yeah, I think it was in an issue the year following the original story. It was one of the few times that Condo's power was used for anything at all useful.
Next question: In Adventure 359-360 (The Outlawed Legionnaires/The Legion Chain gang) some Legionnaires are sent to Takron-Galtos for violating curfew & using their powers and some others remain active on Earth to try to save the world from Kandru Boltax. Who comprised each group and from where did they operate since the Legion Clubhouse was off limits.

Curfew Violators: Saturn Girl, Dream Girl, Light Lass (sent to washboard hell), Superboy, Mon-El, Ultra Boy, Colossal Boy, Element Lad, and Matter-Eater Lad (chain gang style)!
Free, but later captured: Cosmic Boy, Lightning Lad, Duo Damsel, Sun Boy
Free & operating: Invisible Kid, Shrinking Violet, Phantom Girl, Star Boy, Bouncing Boy, Karate Kid, Brainiac 5, Chameleon Boy, Princess Projectra (injured & hospitalized), Supergirl (left for home time with no way to call her back)
The free group later operated in an underground facility of some kind links to the sewers. I believe it was an old hideout of Lex Luthor. The Legionnaires who were captured but not sent to Takron-Galtos were held in an Earth jail.
