I looked it up. I think you're conflating two different scenes (which, incidentally, happen to be in issue 302, not 301).
At the beginning of the issue, Mekt invades Legion HQ. That's where he injures Dawnstar, but Phantom Girl is nowhere in those pages.
Later, the Legionnaires who were there, plus reinforcements, tried stopping Mekt atop the surface of the polymer shield. There, Phantom Girl and Shadow Lass both got hit with lightning...although it doesn't look like it phased through PG and hit Shady, but rather that it was a broad lightning blast which was aimed at all of them.

Bouncing Boy and Duo Damsel pretended to not be able to defeat it in order show the colonists of the world they were on (forget the name) they didn't need ex-Legionnaires to solve all of their problems.

I couldn't remember either Scott, so I looked it up. The planet was Wondil IX in this back-up tale in S/LSH #257. And a colonist named Norsk defeated the ice dragon when Chuck and Luornu "failed".

You are each 1/2 right, but neither is the one I have in mind. I will belatedly add the condition that the Legionnaire cannot be from the 20th Century (since Superboy nor Supergirl are frequent commuters on the time travel express!) Any other Titan/Legion crossovers come to mind?

Also, in LSH #99 & #100, Team 20 paired-up with Superboy, Robin, and Impulse for the COMPUTO arc.
They also crossed over with Bart in LSH #88 & Impulse #21.
To get really anal, this same team of Legionnaires worked with the Jurgens Titans in the Final Night and Genesis crossovers. Spark and Saturn Girl specifically were with Prysm, Atom, and other heroes as they tried to penetrate the Godwave or something.

Ooh. More anal notes. Green Lantern came to the 30th century and cross-over with the Legion in Green Lantern #s 98 & 99. They had also previously worked together in LSH #100 and were at Hal Jordan's funeral in GL #85-or-something. Flash was another Titan they likely teamed-up with in Final Night or Genesis. He was in the previously mentioned away team with Spark, SG, Prysm, etc. He's also encountered XS multiple times in the Chain Lightning story-arc and another Flash event in the past decade. EDIT: I just re-read the question and realized Omni was asking for the FIRST Titan/Legion cross-over, which none of my answers come close to. Ignore this post and the one above.

And I have vowed to buy anything that DC prints with the happy "L" logo on it, unless it is swiped, lifted, photocopied, and/or scripted by Liefeld. Otherwise, I'll follow them to the gates of Hell! (Mind you, once we get there, I'm making a U-turn and running like spit the other way!!) Ah, mindless consumerism. Legion is the only book I'll buy even when it's "not good". Other books I'll drop like the edges are giving me papercuts. Bad art, bad story or a combination of both, goodbye. But LLL 'til the day I die!
