Neither Chameleon Kid nor Phantom Lad re-appeared (at least not pre-boot. There was a reboot Phantom Lad).

I always thought Phantom Lad was the space pirate captain that used his power to phase his ship when escaping from the authorities, during the Baxter run (issue #12). IIRC, he had a similar appearance. Or maybe Steve Lightle used Phantom Lad as a basis for the character. Or I'm way overanalyzing... (wouldn't be the first time).

That would have been cool, Omni, but, as far as I know, there's no evidence to support it, other than a superficial similarity in their appearances. According to WWitLSH, Phantom Lad became the boy toy for some rich dame after his failed attempt to join the LSH.

IIRC, the Oracles (or Orakills, I believe they're spelled) of Orando can't tell the future. They communicate with the dead, but I do not recall them ever revealing anything that is yet to occur.

I don't have my comics in front of me. I thought they were consulted during the Great Darkness saga. It could be as you said to consult with the dead rather than prophecy.
Obviously that is not the answer you wanted and I am willing to say that I was wrong.

I don't recall that. I remember three times when Projectra used her power as an Orakill - the Ghost of Ferro Lad story, the Magic Wars and the Mordru-raises-the-dead story. In all of those, the spirits told her what she needed to do to defeat the menace at hand (except in the Ghost of Ferro Lad story, where it was the evil Controller making her think she had to disband the Legion), but not foretelling any future events.
