I would count Apparition/Phase/Tinya/Phantom Girl. Gates doesn't phase through, he would teleport. I see his power as a quantum leap - that is, he goes from point A to point B without being anyplace in between. We only have one so far - there are 2 more.
Oh, and I wasn't thinking of XS - have we ever seen her vibrate through a wall or anything else? I might count Jenni, but there are still 2 more.
Keep in mind, I am thinking of Legionnaires from every era, and am counting only those who made lots of appearances.

I'm pretty sure it did not contain the serum itself, but rather, contained an alarm reminding him of when he needed to take his next dose of it.
