In an amazing coincidence, a short time after posting my question, I happened to refer to this same issue number in EDE's thread about Chameleon Chief not being a Durlan. It was revealed Chief could "change the shape of other things" (a very non-Durlan power) in the the same story Jo was having his slightly green vege-steak.

Well, Sataar... (from legion.hlp:) Sataar
Sataar is a planet that was once ruled by the despotic Redin and Sarei Klerrgh, who loved the people over whom they ruled (even though they got much forced labor out of them) and were extremely xenophobic. They feared that after they died, their planet would be overrun by aliens and their people would be defenseless, so they attempted to ensure their immortality by having themselves transformed into wraiths that could possess another body, once suitably strong and immortal ones were found.
Sure enough, Sataar has become a racial melting pot...amongst the non-native species that make their home there are Tergonites, Zalasians and Arachnovids. In the late thirtieth century, several large pieces of the magical mineral Eternium landed there, and the Legion, in order to help their member Thunder re-assemble it, came to Sataar to retrieve those fragments. The presence of Thunder and M'Onel woke Redin and Sarei's spirits to possess them, but the other Legionnaires defeated them in battle and drove them from their friends' bodies. They then returned to Sataar and retrieved the fragments (Legion of Super-Heroes (3rd series) # 111). and Tombor: Tombor
Tombor is a planet on which the inhabitants turned themselves into insubstantial wraiths to avoid being killed in a planet-wide disaster. In 2977, Phantom Girl approached them, to tell them of a way they could become substantial again now that the disaster had passed, but they declined, having grown used to their wraithlike existence (Adventure Comics # 340).

Good enough for me. The other planet I was thinking of is Gendyx, inhabited by "the Timeless Ones," whom Phantom Girl visited in S/LSH #233 to ask for their help against the Infinite Man.
