Based on the use of the word "niftiest" I'll change my answer to Sun Boy. Sounds very 60's and I recall him always often shown to be piloting the Legion Cruisers.

IIRC the Dark Circle was forced off of Earth by use of the Miracle Machine. I forget which Legionnaire actually used it.

B5 - His preboot "Crazy Brainy" period. Sensor - I think that locking yourself in a darkened room and screaming at anyone who comes in not to look @ her counts as a breakdown. Tenzil - went insane from eating the Miracle Machine. Kinetix - Her anomolus near-catatonia. And you could make a case for her at the moment too, since she can barely form coherant sentences.

You got two of the ones I was thinking off. I should probably specified pre-boot Legioonnaires.
While you make a good case for the two post-boot characters, the two pre-boot characters I am thinking of had it specifically stated that they were suffering from a nervous breakdown/mental illness.

Cosmic Boy also suffered from a mental breakdown, from using the gauntlet's that Brainy made for him. I would also say that Mysa/White Witch suffered a breakdown after her marriage to Mordru.

Brainiac 5 when he create Omega Matter-Eater Lad when he ate the Miracle Machine Lightning Lad when he was Leader Sun Boy when he suffered space fatigue and marooned the other Legionnaires.

Woops, yeah a few details mixed up here.
It wasn't an "Ultra-Beast" per se, but the same genre of creature. And, it wasn't close to when he had a little breakdown, but it was close to a time during which Lightning Lad exhibited some rather compulsive behavior.

Cosmic Boy (after the 5YG) Triplicate Girl/Duo Damsel (following the death of her second body at the Time Trapper's/Glorith's hands...before said body was revealed by Glorith to be alive) Chameleon Boy (during/after the Great Darkness) Star Boy (lost his Superboy-like powers, though he retained his mass-shifting ones) Sun Boy (Adventure Comics # 302) Bouncing Boy (on two occasions) Lightning Lass (lost lightning powers, gained gravity-cancelling ones and vice versa later) Dawnstar (wings not present as Bounty after 5YG, retained tracking powers)
Post-boot:
I'll take the bonus Kon-El, though I don't know just when that happened. Kinetix Magno Spark (lost lightning powers, gained gravity-cancelling ones and vice versa later) Umbra XS (during the Savitar story in Flash and Impulse) Element Lad (very briefly, during the Mordru story) Ferro (sort of - he's still iron, but can no longer become flesh)
