I'll give it to you, Drake. Specifically, it's the Superboy's Legion version of Element Lad, who had taken a vow to use his powers only defensively.
(The reason Vee was kind of on the right track was that he was looking at alternate versions of the Legion...)

Zall Morgan was the head of the Earth Emergency Service, which handles non-life threatening emergency situations. At least, it did in the Adventure Era.

Two you've got right (Vultan's daughter's name was Zera); as to the third, all I can say is "don't assume".
And I wasn't thinking XS, it doesn't seem quite that certain that Dead Earth Wildfire's recollections of her are necessarily romantic. Definitely fond, but not enough evidence to indicate romance.

I remember the Winath/Amarta deal only being discussed in lettercols - I'm not sure it ever made it into a story. I think Winath was called Amarta in one of the "Legionnaire bios" during the Adventure run. I don't think it has ever been used anywhere else.
