The answer is Adv. 351:
4 super pets 6 substitute heroes 1 White Witch
That totals 11 Legion allies. You might make it 12 by including the reservist Chuck Taine, who also appears in that story, but since he regained full membership status in that issue, I didn't count him.
If you'll look back at Superboy's previous answer, he guessed Adv. 350 for the most Legionnaires in a single issue. He did not guess Adv. 351 for most supporting characters in a single issue. Sorry if my reply to that post was misleading. It wasn't meant to be.
