You're thinking of Superboy #193, "War between the Days and Nights!", in which Dave introduces new costumes for Chameleon Boy, Shrinking Violet, Karate Kid, and Duo Damsel (the last of which was actually a fan-designed outfit). But there's one costume he modified prior to that.

Here's a hint: The modification in question is not a complete redesign of a costume. Dave takes an existing outfit and makes some slight, but significant changes to this outfit over previous depictions.

If I remember my archives correctly, the first story Dave drew was the story about ME Lad's brother, and the three legionnaires in that story were ME Lad, Ultra Boy and Saturn Girl....
So my guess is that the first alteration was to change the color of Ultra Boy's chest-symbol from green to brown.
