Damn, hoped that'd stump people a little longer than that since in the episode you almost can't hear her sing it. Course if you're a full on Buffy geek like I you have the soundtrack so you know all the words.

Because of the phrasing I think it's Angel, or more specifically Angelus. The quote is vaguely familiar but buggered if I can place it right now.
