Tharr seems a bit too hot for me. Someplace like Starhaven sounds nice. It depends whether or not you have to fly to get around.

It would depend a lot on what time and which "version" of the Legion... for example, I can think of some times I'd really really really not want to be on, say, the Moon... But at its best, probably the future Earth. It seems to be a hub where people from all over the galaxy come--which means that like modern cities might have a Little Italy or a Chinatown, there would probably be enclaves of foreign species where I could go and try out some delicious alien food or buy some knickknacks. Technology and medical care available seem to be at least good if not excellent. Less crime than other major planets like Rimbor. If I really wanted to leave, then I'm sure there'd be ships landing and heading off to the edges of UP space all the time. And most importantly, I know how the bathrooms work on Earth. But the pre-ZH Winath sounds really nice too. Good weather, farm lifestyle, lots of nudity... I could relax there for a while.

No I think Cosmic King was supposed to be from Venus in the Silver Age, He was exiled for transmuting elements which was considered a very crime.

Actually, as I recall from WWitLSH, Element Lad had to have a special permit from the U.P. to even use his powers on Earth. Transmutation was apparently looked at with suspicion on many worlds.

Because of the nature of their abilities, Tromians had been legally prohibited from emigrating to other United Planets worlds, but, under the circumstances, Jan was provided a special waiver from the U.P. He could remain on Earth as a Legionnaire but was restricted to using his powers only for Legion assignments or be subject to deportation.

I don't think it was nuclear reactions which were the issue. If you recall, Tromians placed little value on gold because it was soft. Not so on Earth. A naive young Tromian could easily skew the market in a big way if there were a sudden influx of gold - or any other precious metal. If I had to guess, Tromians were probably socialists because there was no reason to barter for things that you could create on your own.
Looking at it this way, Trom does sound like an interesting place to live, but only if you're a native. Otherwise, despite my previous mention of Starhaven, I think Winath is the place to be.

Of course, in Trom's case, odds are pretty overwhelming that you'd have been killed by Roxxas if you were from there.
