Hmmm... I'm certain that Fripp has claimed to be the only person to have turned down offers from both Yes and Genesis, but, honestly, I'm not quite sure whether he was offered the spot in 1970 after Phillips left or in 1977 when Hackett left.
However, a quick search of the liner notes of the King Crimson Frame By Frame Box Set reveals the following quote from Fripp:
"In the same period [as Yes offered him a position], Aynsley Dunbar 'phoned and asked me to join Blue Whale. I asked him if he'd like to join Crimson."
So I'll change my second answer to Blue Whale.
