I believe you're talking about Tori Amos, who issued a disc in the late '80s using the moniker Y Kant Tori Read.
If there's any meaning to it other than a play on those old Public Service films, I don't know what it is.

It was indeed Tori I was looking for as Y Kant Tori Read. The play on words was the fact, and still is, that Tori cannot read or write music. She plays by ear.
