No. Anti-Lad wasn't technically a member, if I read SUPERBOY # 204 correctly. He had merely passed the "preliminary tests."

Biron was really Comet the Super-Horse, a member of the Legion of Super-Pets. In ADVENTURE # 364, he temporarily reverted to his human identity when a comet passed near the earth; he then infiltrated the Legion after being duped by a villain. The Legion, aware of the plot, allowed him to join even though his "power" consisted of his skill with the bow and arrow.
Of course, Biron didn't join the Legion alone in that story. His co-conspirator was . . . well, maybe that's the subject of another question.

Lightning Lass called herself Lightning Lad when he was dead, and in the reboot Spark called herself Live Wire for a while.
Invisible Kid II, Karate Kid II, Kid Quantum II and LeViathan all did. Star Boy's been calling himself Starman recently.
That's all I can think of.
