DC Super Stars #17 was the issue number, actually.
The way I intended to word the question (but failed to) was to exclude other non-COIE meetings of these characters as well (which would have eliminated GA, who met the Legion in JLA 147-148).
But re-reading my question, I did specify a 'legacy' character. GA could be argued a 'legacy' of Robin Hood, but in comic terms he is an original in his own right (and Robin Hood wasn't 20th C, so there's technicality-wiggle-room for me to disqualify him).
So it is Korbal's fish to fry.

I remember at the time being confused by the cover. Why would Ollie be so chummy with Rokk, Imra, & Garth, and why would that be significant to the file the Huntress was stealing? The way most people seem to use the term "legacy hero" means someone who is an heir to another hero, either by lineage (Helena/Bruce Wayne), mentorship (Batman/Robin) or deliberate taking up an abandoned role and tying oneself to what came before (Mister Terrific). I'm not familiar with Ollie inspiring the Legion, or 'legacy' used in such a specific context. Sorry for any confusion.

Cosvarr, from Action Comics #382, captured Kal and Mon to create his Protector Androids who shortly thereafter ambushed Ultra Boy. The Legion never even knew their most powerful members were in captivity until they stumbled upon them. Cosvarr was apparently killed when a disguised Ayla caught his fancy and his jealous female collaborator destroyed them both (after letting the Legionnaires escape) in a fit of scorned rage.
