DC Super Stars #17 was the issue number, actually.

The way I intended to word the question (but failed to) was to exclude other non-COIE meetings of these characters as well (which would have eliminated GA, who met the Legion in JLA 147-148).

But re-reading my question, I did specify a 'legacy' character. GA could be argued a 'legacy' of Robin Hood, but in comic terms he is an original in his own right (and Robin Hood wasn't 20th C, so there's technicality-wiggle-room for me to disqualify him).

So it is Korbal's fish to fry.

What criminal mastermind succeeded in capturing, imprisoning, and experimenting on Superboy and Mon-El, simultaneously, all in complete secrecy?

By "legacy" I thought you meant an inspiration for the Legion, and JLA member Green Arrow would qualify, and non-entity Huntress would not, even when "Helena Wayne" existed. I failed to understand the question, but could not have come close w/o Korbil's answer.
I love questions like this that make us think, rather than just regurgitate facts.
I remember at the time being confused by the cover. Why would Ollie be so chummy with Rokk, Imra, & Garth, and why would that be significant to the file the Huntress was stealing? I wish I still owned any of those old DC Super-Stars issues...

No idea, but guessing Brainiac 5?

The way most people seem to use the term "legacy hero" means someone who is an heir to another hero, either by lineage (Helena/Bruce Wayne), mentorship (Batman/Robin) or deliberate taking up an abandoned role and tying oneself to what came before (Mister Terrific).

I'm not familiar with Ollie inspiring the Legion, or 'legacy' used in such a specific context. Sorry for any confusion.

True, but putting Hitler's and Nero's minds in their bodies was done subtly, until the evil personalities took over.

Cosvarr, from Action Comics #382, captured Kal and Mon to create his Protector Androids who shortly thereafter ambushed Ultra Boy. The Legion never even knew their most powerful members were in captivity until they stumbled upon them. Cosvarr was apparently killed when a disguised Ayla caught his fancy and his jealous female collaborator destroyed them both (after letting the Legionnaires escape) in a fit of scorned rage.

New Question:What recent 21st Century DCU Villian comes from the planet, Vorn, first mentioned in ADVENTURE COMICS#339?

Hmm--no takers? Okay, his name was Arkillo.

New Question: Who tried to take over Bismoll by utilizing the surviving Computo clones from Adventure #341?

Well, after the last two, I had some pent-up frustration.

What comic book was Dr. Gym'll shown to be a collector of?

Name three real-world human-made structures that have existed since before the 20th century that still exist in the Legion's era.

Tower of London (pre-boot, beginning of Great Darkness Saga)
Great Wall of China (mentioned as still existing in the 30th century by time-lost Legionnaires, in the Annual where Karate Kid and Projectra got married)
Alamo (reboot, White Triangle story)

those are the three I was thinking of. I expected the Great Wall might be the trick one, since Jo sees it in the ancient past claims it still exists... but we ner saw it.

(the Alamo, where Panamanian strongman George Washington wrote his epic poem, "The Raven," in 1913)

Go, Chaim!
