Hint:Actually it was a lack of said fingerprints wich led Brainy to the true culprit.

I think I know the story you're talking about - it's the one where Brainy goes to get Matter-Eater Lad from the asylum, and one of the doctors went bad, right? Was Sun Boy the other Legionnaire in that story?

Actually, it was Element Lad. His intense Trommian allergy to pollen woke him up so he could save them from a contracting force field. The floor is open to anyone to ask a question.

Superboy "won", receiving the most votes, even though he wasn't eligible. The Leader must be a permanent resident of the 30th Century. Clark, of course, was not. IIRC, Superboy planned to take Wildfgire's place in one of his containment suits, but was foiled. I don't remember how or by whom.
(This was one of the first comic books I ever bought!)
