besides being the names of more famous places, they are all the names of small towns in Upstate New York.

actually, they are (Florida, too), but that's not what you are looking for...
they all have red on their flags?
That's probably my last guess until there is another clue, unless I'm hit by a stroke of semi-genius.

the link is not that they have red in their flags.
Plus I would never use Up State New York for a Triad.

Are they each traditionally associated with a "lost" mythological place? Peru - El Dorado Wales - Avalon Florida - The Fountain of Youth Holland - ??? No idea... the Silver City of Hans Brinker?

Or are they all last names of famous DC comics characters? (This just guessed in case there are characters named Florida, Wales, and Peru that I have never heard of)

Not street or district names nor names of DC Comics characters.
Look again at what Kent guessed and my response to him.

Ahh. I'm from New York, but I didn't catch onto your comment about upstate NY as a hint until you pointed it out.
New Triad soon.

three legionnaires who have joined/rejoined the Legion under different names: Mystery Lad, Sir Prize and Sensor Girl (who popped up in my dram last night, and was sort of part of a different trivia question within that dream, oddly enough).

Hm, true, but not what I had in mind.
To be more specific, the three characters I'm referring to are:
Element Lad - Postboot Projectra - Preboot Star Boy - Preboot

They are all the locations of major institutions? (royal gunpowder mills, street market, radio station)
PS, what was the answer for the triad of Balbo, Mobil ave and Blackwall?

not what I was looking for. in fact, I had no idea about the ones you list.
the prior 3 were fictional subway/metro stations from film and TV. Mobil Ave was from the 3rd Matrix movie. Balbo was a Chicago station from the Harrison Ford Fugitive flick, and Blackwall from an old British TV series.
