Walter Pratt in that case would be son of Al Pratt (GA Atom) and father of Manhunter (Kate Spencer). I'm sure he has (or possibly had, I have a feeling he's dead) powers and murdered Kate's mother but I can't think of how he connects to the other two.

Ah, no, of course he's not. It was thought he was but he's actually the son of Iron Munro and Phantom Lady (Sandra Knight) but was adopted by the Pratts. Still no idea what the connection is though.

Yeah, that's the commonality. Arn Digby first appeared in the "Dagon the Avenger" two-parter, Arn Arrah (later Tarn Arrah in the reboot) in a flashback in Superboy #211, and Arn "Iron" Munro in the "Young All-Stars".
