close enough! more specifically, they were portrayed as future governors at the time of description. Linda in c.1998ish (20 years in the future of SF #200), Ursula at some unspecified point in the future as per the final ep. of M.A.Y., and of course good old Der in the 30th.

Norton was the only Emporer of the USA (even if self proclaimed).
If you mean Jebb Gladwyn rather than Jeff Gladwyn he was the only Englishman to be Acting UN Secretary General.
So I would guess they're the only Englishmen to hold a particular title.
