Yeah, basically: stuffed animals belonging to cartoon characters.

I knew Pooky was Garfield's teddy bear. I guessed at the others.

No. The obvious is that they're state capitals, but there's something more.

Their names are from French words?

That's not it.

Here's a hint: The fact that the capitals of Alaska and Louisiana are on this list is significant.

Were the cities all founded by non-English settlers? (I imagine Santa Fe and Sacramento would then qualify as well)

Not what I was looking for. It's actually a distinction these cities don't have that's important.

Here's another hint:

It has to do with something that every state except Alaska and Louisiana have. Even though they each have something that serves the same purpose, they use different names.

They're not in counties? (Alaska having Boroughs and Louisiana having Parishes? Is Lansing not in any county in Michigan?)

That's close enough.

They're are not the seat of a county. Juneau is the seat of the City and Borough of Juneau and Baton Rouge is the seat of East Baton Rouge Parish.

Carson City, Nevada, an independent city, would also qualify.

Lansing, Michigan is located in Ingham County, but the seat is in nearby Mason. This makes Lansing the only state capital that is located in a county of which it is not the seat.
