That's close enough.
They're are not the seat of a county. Juneau is the seat of the City and Borough of Juneau and Baton Rouge is the seat of East Baton Rouge Parish.
Carson City, Nevada, an independent city, would also qualify.
Lansing, Michigan is located in Ingham County, but the seat is in nearby Mason. This makes Lansing the only state capital that is located in a county of which it is not the seat.
