Yep. All have been shown to smoke.
Bruce Wayne has been shown smoking a pipe and in one cruise ship adventure was on deck to smoke a cigarette. Jay Garrick was taking a cigarette break when the accident occurred that gave him super speed. Ben Grimm has been shown smoking a cigar, As has Wolverine. Mr. Bones also smookes and Will Magnus does smoke a pipe.

I don't think so. IIRC, Matches Malone got his nickname because he was an arsonist and/or always playing with matches, not because he smoked.
