Chaim is close enough. Actually, there are others named after people who weren't a US president (Stephen F. Austin, for example), but these three capital cities were all named after people who were not Americans.
St. Paul (Saul/Paul of Tarsus in Asia Minor) Raleigh (Sir Walter Raleigh explored America, but would not have identified himself as anything but English) Columbus (Christopher Columbus was an Italian in the employ of Spain)
