I'm not sure why this character popped into my head since I've never actually read the book, but is it that Princess Diana-replacement character that Peter Milligan used in his X-Statix book? Henrietta something I think.

Nope. I don't even know the Scare Tactics gang by name.
It is from a DC book from the same era, and there is a vampire in the cast.
