That's right! I had the name Roscoe DeVoe in my head for some reason but I knew that wasn't correct. Not sure why I was getting him confused with the Top?

^ SS - I was tempted to write the "good" DCU.  But then remembered that by the time Cliff died, the taint of Didio had infected way too much of the brand for me to call it "good" anymore. Kent - yeah, Cliff became a real grade-A scumbag villain after the Firestorm series. I quite enjoyed him in the role (but that may have just been because the series that used him as such was so good) but you're right in that nothing beats those early Firestorm adventures. Not Killer Frost or Hyena. Clue: it wasn't a Firestorm villain (or a villain at all actually).

Just goes to show, once you give enough hints and enough of the wrong guesses are eliminated, then anything's possible.
Other than the classic Captain Marvel (or any other connected marvels, or anyone ever published by DC or Fawcett for that matter) name a title character of a series that wears a red shirt, has a yellow lightning bolt symbol, and squints.
