It certainly sounds like an interesting premise. Alas, it can be difficult to find some titles here... I've been looking for some good local titles which have been out of print for a couple of years. Been scouring back issue bins, but...  Anyway, Doctor Light has never been the friendliest of heroes, but there was one Justice Leaguer in particular she called incompetent (they later made up, though). Who was this Leaguer?

Nope (funnily enough, I can't recall a time when these two bickered. I think it's because Kimiyo had her milder personality at the time she and Guy were on the team together).

Whoops! Sorry, and thanks for the bump lance  No, not Batman (oddly enough, the only issue I have of Kimiyo and Batman interacting show her to be very impressed with him). No, not Wally (these two bonded during their JLE days). Not Vixen - Vixen did call Kimiyo out a couple of times, but Kimiyo didn't bite back. Not Power Girl - these two were quite close during their JLE days. Hint - this Leaguer wasn't a member during Kimiyo's lengthy JLE stint.

No to all three.
Another hint - this Leaguer fought back, resulting in him/her and Kimiyo bickering over the course of the story they appeared in together. They ended the story with some level of mutual respect, though.

I was thinking this event happened during her JLE days, but I've just remembered she ws a member of the JLA before that. So with that in mind I'll guess Black Canary.

This event also didn't happen while she was with the JLI (when Max Lord recruited her) or the second formation of the JLE.

Another hint - this character was on the team at the same time as Kimiyo for a very short period of time. Maybe 6 issues. And this character WASN'T on the team during Kimiyo's first stint (the JLI/JLE days).

My Dr Light history is all muddled. I always associate her with JLE so I forget that she put stints in with JLA/JLI and the more recent JLofA too.
If I'm understanding the clues correctly -
The two characters were only teammates for a short period - and this wasn't during the JLA/JLI/JLE days. Which means it must have occurred during her recent (Robinson-era I think) JLofA stint?
Since James Robinson-written JLA is as enjoyable as pouring acid on my face I'm afraid I'm not that familiar Kimiyo's goings-on during that time so I'll guess... Supergirl?

Blacula, you understood correctly. Lucikly, this eliminates the majority of Leaguers.
It wasn't Supergirl.
Good guess on Firestorm, but while Kimiyo was somewhat dismissive of him (at first), she never outright insulted him - unlike the hero I'm thinking of. If I remember right, Kimiyo actually said about this hero - "I deserve a more competent teammate" or something to that effect.
