He's not the only one. As far as I can figure, there are four pre-boot (of which Cosmic Boy was one), one post-boot, and one three-boot.

Sun Boy became the Fire Elemental and was from Earth. They were going to do something to Mordru.

Yeah, they were going to free Mordru so they could do battle with him and destroy him. Most people thought that was a bad idea. This was the re-boot story that left Dirk with altered vision and destroyed Blok's homeworld. Why do Legion writers blow up planets when sales are down? (In a void, nothing goes "BOOM!") Chaim found two of them. I would also have accepted Lightning Lad, Superboy, Dream Girl or Composite Superman.
They all appeared as ghosts in the "Planet Krypton" issue of the Kingdom week-5 type event, when the walls between Hypertime worlds was weakened by the time travel arrival of some Kingdom Come heroes to present day DC.

I know Rond Vidar appeared in the Baxter series (among other places, Legion #50, when he revealed his Green Lantern ring).
Pete Ross appeared in the Death of Superboy story (#37)
Kid Psycho was killed in COIE, but his death was "replayed" in Legion #18.
Lana Lang did appear, but not as Insect Queen.
So I'd say Insect Queen and Jimmy Olsen.
