The reason I didn't include Timber Wolf was that there's at least discussion of him joining the Legion in his first appearance, even if he doesn't join until much later.

I believe Superboy did. But the editors didn't want to make Superboy the Legion leader, so they went to Wildfire, who finished 2nd. Hence the fight between Superboy and Wildfire in the issue that kicked off his leadership term.
