Was it the guy who had a chemical formula that could make feathers heavy as lead? Rann Aktar, maybe? (this is purely from memory)

Oh! It was definitely Kid Heavyfeathers! And his point, storywise, was to establish the powers of Star Boy, who hadn't appeared since his debut until that story. They apparently decided to change his powers because they already had a bunch of Kryptonian class members!

Lance is correct - Mike Grell's first Legion issue was Superboy # 203, the death of Invisible Kid.
Curt Swan's first issue as regular Legion penciller was indeed Adventure # 340, in which Computo killed one of Triplicate Girl's bodies...but he'd pencilled Legion stories before as a fill-in - Adventure # 313, for one.

Of course, the guess has already been made, but I wonder if you are thinking of Lightning Lad, based on the story that introduced Lightning Lass in which, if I recall properly, Cosmic Boy and Sun Boy seem to be talking about the origin story that Garth told them when he joined the Legion?

It was Lightning Lad. There was a story recapping his origin, in which he thought, "I'll join the Legion!" This was later forgotten. Anyway, Take it, Kent.
