I believe it was implied that Cos became U.P. President in the LotDE Annual, and Reep became the "Pope" of Durla, and Jan became a "god", but none of those are really "planetary governments".

Well Invisible Kid II became President of Earth (or was that the UP)

I believe Matter-eater Lad became President of Bismol, at least in an Adult Legion story.

Queen Projectra ruled Orando.

I'm fuzzy with the 5YL group. Mysa was married to Mordru and he ran Earth, right? But would that count? Did Nura become High Seer of Naltor during that time?

Would you count Element Lad from the DnA run?

That's all I can come up with.

EDE has a majority of them. I would add Jan among them - the Rosette was formed out of planets by Jan, and he was their ruler (even when they were planets) I'd forgotten abut LoTDE, too.

Quis, Mordru's rule of earth was an alt-realty, so even if Mysa had any say (she didn't seem to) I don't count that any more than I count Rokk's "rule" of Earth in Legionnaires Annual #1. She was his wife as he came to power on Tharn, but we don't know if she governed at all as he became himself again (as opposed to the late Levitz-era simple fellow).

The other ones I came up with were:

Lar/Valor on Elia. While he worked with the rebellion, he was laying doen the law by the end.

Chuck and Lu, who as generals ran the UP Military Academy on Zolnar. As the only life on Zolnar was at the academy, they essentially ran the planet.

Isn't the current Luornu... well, doesn't she make up the entirety of her planet's population? So that would mean she's de facto ruler, too.
