I hadn't considered Chaim's point, but he did try out for full membership. I was in fact, looking for Shadow Lass but Xben is correct that Lightning Lass never tried out for membership so Xben should go next.

Universo is the obvious answer, but I'm thinking of someone else, and that's why I put the pre-Shooter in there. I guess Nero was a crazy oppressive leader, and Nardo did mean things, but I'm thinking of someone who did something very specifc in the preboot. President Chu then did an extremely similar thing in the postbook which everyone familiar with the original would have easily recognized as "reboot" of the original.

The Time Trapper? He framed Chief Wilson (like she framed Winema Wazzo) and imprisoned a Legionnaire (Lightning Lad, like she imprisoned Brainiac 5).
