Chief Wilson's other early appearances factor into the answer.
Amount of time between appearances is a related factor, but secondary to the main point.

Could it be the fact that their name wasn't given in their first appearance?

Bingo!
Chief Wilson appeared a number of times before we learned his name.
Mekt was only "Lightning Lord" for quite a while before he got a name.
Rond wasn't named until the second part of the Outlaw Legion story - his thirdappearance.
Shvaugn appeared during the Earthwar, but wasn't named until the first LSH Annual.
Grev appeared in Super Stalag as Shadow Kid, but we didn't learn his name for 15 years - the ets of the Legion mini.
Go, ahead, you evil tomato-hater, you!
The childhood friend Exnihil never had.

Postboot's Reep Daggle was supposed to be the next spiritual leader of Durla, inheriting that rank from his father Gozz. But who was the secular leader of Durla?

Since it's been 5 days and no guesses, I'll at least clear up a misconception. This isn't a trick question... there actually was a secular leader on postboot Durla. (Okay, he was only mentioned once... but it still counts?)

I had to do some research for that one...
Anyway, here's my question:
Why were Sun Boy, Karate Kid, Colossal Boy, and Wildfire specifically being honored by the President of Earth in a special ceremony? And according to a later minor retcon, who should have been standing with them?

OK, some hints / clarification...
The reason why the four Legionairres (and only those four) were being honoured has to do with a characteristic that those four had in common that nobody else shared.
But in a later retcon, it was revealed (a bit unexpectedly) that another Legionairre also shared this same characteristic.
The story of the honouring was originally published in a digest format. I don't know when it came out, but it was after Blok was inducted into the Legion, but before Invisible Kid II. The retcon was written by Levitz (and has nothing to do with Crisis).

They were all born on Earth, that's right. That's why, I guess, it was the President of the Earth (Colossal Boy's mother) who was honouring them.
Now, to finish the question, though, who, in a later Levitz-penned issue, was revealed to also have been born on earth, even though he/she usually lists another planet as their homeworld?

In the original Starfinger story, which Legionnaire did Shrinking Violet suspect of being Starfinger, and why?

That's good enough. It's Chameleon Boy, and the reason is because she runs into him disguised as Starfinger.

That's right - I remember the scene now. Ok, here we go...
What Legionnaire was Gim shown to have a crush on years before he met Yera?
