Supergirl was interested in Kyle and didn't want to be around him and Donna? If this is right it's just because Lance's realm led me there.

OK, I think I've sussed it. At the time of the formation of the Teen Titans Supergirl was still Superman's "secret weapon".
Hm, except I think that qualifies as "story related". Well, I'll put it out there anyway.

The Superman's secret weapon answer is story related.
The TPTB answer is fairly close.
I'll give it til tomorrow then flip over all the cards and reveal the answer. (obscure "What's My Line?" reference)

Does it have something to do with Weisinger's control of the character? Maybe that he was trying to mature her into an independent character, and sticking her in with the "teen sidekicks" group wouldn't be conducive to that?

That is the answer. I don't know if it was for the reason you stated. Back in the days all the Superman titles were under the editorial control of Mort Weisinger. Teen Titans was under the control of a different editor who didn't have the "rights" to use Supergirl.
How different both the Titans and Supergirl would have been.
