Well, four days is long enough to stump the panel, so I'm giving it to Lightning Lad, who clearly is thinking of the right film, short of the name.
It's from "A Thousand Clowns," in 1966, and Robards both starred with Barbara Harris and was the lead in Herb Gardner's original Broadway comedy. (The line is responding to having gotten letters from the Child Welfare Board, where the bureaucrats -- including the reluctant Harris -- are poised to take Robards' nephew away.) "I'm Not Rappaport" was from the '80s, by the way.

That's why it kept nagging at me... I have seen it, just not enough times to recognize quotes that don't include "Kaiser Sosay" or "Orca Fat".

That's funny -- the reason I guessed "Snatch" from that "flip ya" line was because I could imagine it being said in a mumbly voice -- I thought it was Brad Pitt, but I shoulda known it was "Usual Suspects", one of my all-time favs.
