I'm gonna assume it's national flags so not flags like the Alaskan flag which has the Big Dipper (or other state/city/territorial flags of Australia/New Zealand/P New Guinea)...

Captain Caveman was not in the Wacky Races, Novelty. Rock and Gravel Slag were the cavemen in the Bouldermobile. They looked almost identical to the later character Captain Caveman.
