Maybe, but it did take them until the reboot to even get a hard-core super-speedster on the team. I think the character you're looking for might be better off in the SUBS - unless he/she can swim in the "ocean of space" and can communicate with space whales (which we've seen in Legion lore) and space fish (which Lobo used to hang around with).

In the Showcase Green Arrow volume, there's one story where GA is underwater and finds out if he tries really hard, he can communicate telepathically with fish just like Aquaman!
