PG is theorizine along the same lines as many of us about Projectra, I think. I see the "invader" planet as a way of either bringing them back (Like i suspect will be done to dream girl) or giving the "data stored" souls a place to be, if that is the case.
The Data Ripper may become a useful deux ex machina in this regard.
Then again, Shooter may just be toying with us. He did have Projectra set up to be the One Evil or somesuch as he has mentioned, but who knows how it was changed with the re-write.
However, that being said, doesn't the soul have to be "in existence" for the transfer to work? From what we read, the ripper forces the soul from the original body to ...where, exactly? Then it may be able to inhabit the "new" body?
For example...the President. She was presumably killed when scanned by the ripper. It can now assemble a new, duplicate body, but it will not be her without the soul to animate it. It will be just another "animatic". So, will she be the test case for restoring Dream Girl, and possibly the lost Orandians, or will it be just another dead president?
Many different directions Shooter could have gone in.
I am really gonna mis this kind of action in the book. If only they had done more missions and gotten away from the clubhouse a little more.

(Note that it was explicitly said to Projectra that there were many UP worlds who were benefitting greatly from the destruction of Orando, as their debts to that world were absolved.) She's less 'inheritor of daddy's power' and more an unwitting vessel for his return.

Or you could say she's a target as the last remaining Orandian, much as Superman always was for Brainiac (yes, I know there's Supergirl, etc but that's how it always seemed.), since as the last survivor, she's the last lien holder.
