The Legion has a few villains with well fleshed out personalities, backstories and motivations, but in general they seem to be pretty interchangeable. I really think some work needs to be put into making the vast majority of their supervillains more individual than they are currently.
Mordru, The Fatal Five, Lightning Lord, Micro Lad, Dr Regulus, Nemesis Kid....I'm kind of struggling to think of anybody outside of these few who have really shown anything that makes them stand out from the pack.
I would like to see more of Saturn Queen, Cosmic King, Sun Emperor...is Ol-Vir still sacrificing people to Darkseid? Why haven't the League of Super-Assassins been in Blok's face more over the years? I think the revelation that the LSV have an espionage squad in the 21st century is a good start, and it would be cool to see some more stories that give the villains a bit of exploration as well so we don't have to roll out the same ten bad guys every time we want to give the Legion a challenge...thoughts?

I think the Starfinger of the Baxter run was pretty fleshed out. His story lasted long enough. Horrid outfit, but he seemed like a capable threat if handled correctly.
I'd add the Dark Circle to the mix as well. They had several storylines of being a pain in the Legion's backside over the years...with the Legion having no real "wins" against them.
Active LMB character is still Beast Boy.

Definitely more Legion vs. Villain, and less Legion vs. intolerant nasty humans of Earth. That card's played out, IMO, and by playing it again right after the Threeboot (where it was young Legionnaires against Earthgov adult authorities, still Protagonist Against Society), it felt like yet another crappy retcon. Originally posted by Dev Em: I think the Starfinger of the Baxter run was pretty fleshed out. His story lasted long enough. Horrid outfit, but he seemed like a capable threat if handled correctly. I'd be more interested in knowing what was up with that pocket dimension inside his ring and the two energy-weilding supervillainesses that would pop out of it. If it weren't set in the 30th century, and the two women weren't wearing space spandex, my first inclination would be to flash back to the story of Aladdin, and genies in rings.

Good point. Forgot about the ring world. Remembered he had two women with him. That would be a better story.
