Warning: may involve rampant speculation. Do not take too seriously.
Element Lad and Dream Girl: in SLSH #230, Element Lad addresses Dream Girl as "Beautiful" twice. When she later assumes Legion leadership, he hardly has a good word to say about her; in fact, he's hostile. Annoyed because he hoped to be leader? I think not. A rejected romantic overture back around #230 was surely at the root of this.
Brainiac 5 and Invisible Kid: the objects of much speculation post-boot. However, in the pre-boot Universo Project, Saturn Girl delves into Brainiac 5's mind and sees an image of... Invisible Kid! Of all the legionnaires, why him? Regrets over Lyle's death? Or was he harbouring unacknowledged affection even way back then?

XS and Cosmic Boy: She had a crush. He didn't catch the clues or was not interested.
Computo and the adult Reep: There were hints, but it never got off the ground.
Colossosal Boy and Shrinking Violet: He wanted it bad, but she was devoted to Duplicate Boy.
Apparition and Timber Wolf: Brin was all ready to step in as surrogate dad, but Jo turned out to be alive after all.

Condo & Lyle Perhaps the relationship that generated the most speculation. Were they an item? More than just friends? Was Condo the mysterious "C" on the message? We may never know for sure because it was never developed in any boot.

In "The Revolt of the Girl Legionnaires", the girls were conniving but the boys were dead serious!
Element Lad and Light Lass -- Jan was genuinely thrilled when Ayla kissed him.
Star Boy and Phantom Girl -- Could Tinya have made Thom forget Dream Girl? Maybe not, but he certainly seemed eager.
Brainiac 5, Cosmic Boy and Invisible Kid all dated Triplicate Girl but I can't see any romances blooming from here.
Superboy couldn't run away fast enough when Saturn Girl tried to kiss him, but as an adult he was all too happy to kiss her under the mistletoe, twice.

Lana Lang & Star Boy: Ok Lana was just trying to make Superboy jealous and Star Boy was involved with Zynthia at the time.
Jimmy Olsen and Phantom Girl, Triplicate Girl, & Saturn Girl (I think): Jimmy was visiting the Legion and Lucy Lane was supposed to be watching through a time viewer (but she fell asleep). Three girl Legionnaires feign interest in Jimmy to make Lucy jealous. Jimmy bought the routine and thought they were actually interested in him.

I guess nobody mentioned it: Saturn Girl and Timber Wolf in "A cold and lonely corner of hell" #289... it was just before the Great Darkness struck that Chameleon Boy went on this wild goose chase to Khundia dragging Brin and Salu (Yera?) with him... They crashlanded after Imra and Gim saved them, resulting in Gim and Salu cuddling and Brin holding Imra in his arms... well nothing really happened, but Ayla arrived at the exact intimate moment... and in the end, the relationship between Brin and Ayla never got over this. Those were the 80s I just loved those first Levitz stories - those personal tidbits were exactly what made his run so very rich, his characters so alive. Exactly what WaKs Legion nowadays is missing.

Tinya! Dawny! Projectra! Shady! Imra! Well, the latter two changed their costumes soon in the Levitz run...) it was definitely hard to focus on the story as an adolescent... I always wondered why Dream Girl did not wear something more revealing, considering that she was protrayed as the biggest fox out there... was she not jealous of the other girls getting more cleavage attention?
