The BITS column in general had a *ton* of characters with powers that haven't made it into the Legion (or the Legionverse in general).
Other random thoughts;
Someone who can change the state of matter, causing a solid weapon to become liquid and flow away harmlessly, or the gas around a crook to become solid, entrapping him.
Density Controller - able to make themself weigh thousands of tons, or drift light as a feather, also able to affect others the same way! Unlike Light Lass or Star Boy, those who become light would also become wispy and easier to harm, blow away, etc. while those who become heavier would become massively hard to damage, allowing the character to defend an ally by making them nearly invulnerable (and almost immobile...) for a moment, or 'soften up' a robotic foe (or a foes armor) making it fly apart when struck by even a normal-strength foe.
Time manipulation. I think Kid Quantum might have had some time-manipulation going on, but her powers were as squiffily-defined as Chemical Kings, so it was hard to tell. A full-bore time controller might be able to speed themselves up, slow foes down, read past events or see the future.
Others could be based on fantasy RPG characters. Crusader might have excess life-energy burning through them, energy they can tap to heal, boost their strength, smite a foe they are hitting in hand to hand, etc. making for a 'Paladin' sort of character. A 'Spirit Shaman' sort of mystic might be able to tap into animal powers (speed of the cheetah, track like the wolf, soar on eagle's wiogs!), elemental powers (summon the four winds, shake the earth!) and / or commune with spiritual entities of less traditional nature (I told the electricity-spirits to open the door for us). Such a character might have special insights as spirits report to them with otherwise secret information about the history of a place, or what is going on behind closed doors.
A character with superhuman senses could be interesting. Not like Sensor, or even Ultra Boy / Mon-El / Superpeeps, but stuff like clairvoyance and postcognition and 'danger sense' and 'cosmic awareness' type powers.
Someone who transforms into a particular form, such as a dragon-person. Perhaps even a vaguely humanoid space-dragon!
The power to kill yaks from 200 yards away, with mind bullets. The power to move you.

Has the Legion ever had a weapons expert? A space vampire who wants to do good?
How about AniVegaMin Lad? Not really sure what he could do, but the bases are all covered. In fact, he might just have the potential to be the greatest legionnaire of them all.

Quislet was a matter manipulator, although the matter would break down to dust once he did not possess it.
Quantum Queen, a future Legionnaire, has light-based abilities.
Psyche, a Wanderer, had powers based on emotion control.
The decendent of Mr. Myztlpk (sp?) who joined the Adult Legion probably had the same magic powers of his evil ancestor, and could summon pretty much anything.
Computo (Danielle Fouccart) and possibly Gear would probably qualify as Legionnaires with communications power. Projectra has powers based on imagery with her illusions.
Wanderers had some of the aforementioned abilities. Immorto had reanimation and healing powers. Dartalon had weapons in the form of darts (later as quills), and Elvar carried a magical sword. Aviar(?) could change into any bird form.
