Saturn Girl can make the tough decisions. They may be questionable, but in general you know she's doing what she thinks is best. Her decisions can be colored at times though (Postboot, when she was driving away the Progeny in Legion 5). But it says a lot about her that, despite her powers and her actions (making herself leader so she'd be the one to die vs. Zaryan), the Legionnaires still trust her a lot (see: the inductions of Element Lad and Sensor Girl).

In the last issue of the Universo saga, Imra is hailed as a hero by everyone. She's shown herself to be strong willed, capable, level headed and able to push herself and others when needed.
She clearly belongs in the team. She has faced down Universo and Darkseid.
Lightning Lad has been shown in the past as either to have a lack of judgment or of having a self pitying breakdown.
Rokk is a solid, dependable leader who can e relied upon to always do the right thing. He's faced down Mordru. He's the person the others look to as embodying the Legion's principles.
But Imra is the person who is the better leader. They can receive support from her that Rokk simply can't give.

Cos is nice and encouraging, but he's a bit like Superman - either loses his temper or sometimes isn't willing to ask you to do the dirty work.
Imra can be underhanded, but then you know she has good intentions.
